What is Lead-Based Paint?

Lead-based paint is not a health hazard when in good condition but the improper removal of lead-based paint can increase the risk of lead poisoning.


In 1978, the federal government prohibited lead-based paint from homes, and several states had even earlier prohibited its use. However, several homes and pre-1978 buildings still have lead paint. If you reside in an old building or work in it, you should have the lead tested.  Federal Law requirements for real estate sales include:

  • A leaflet approved by the EPA on how to identify and control paint hazards based on lead.
  • Before selling a house, REALTORS shall reveal details of lead-based paint and lead-based paint hazards.
  • Before leasing takes effect, SELLER shall reveal documented details about lead-based paint and plumbing paint risks. Leases must contain a form for disclosure of lead paint including a “Lead Warning Statement” that confirms that the SELLER has complied with all notification requirements.

Buyers have up to 10 days in which to check for lead hazards.

Lead-Based Paint Inspection. Inspections of lead-based paint are feasible using many different tools and techniques, each of which has unique benefits for the customer. Handheld XRF testing tools remove the need for laboratory analysis, provide direct on-site read results and prevent possible leaded dust production due to destructive sampling. Paint chip analysis gives OSHA appropriate conclusive results and allows confirmation of non-lead dependent XRF paint readings. Wipe testing for possible lead dust is available. Usually, this is expected on HUD inspections of pre-1960 buildings.

Lead Risk Assessment.  Lead risk assessment includes a thorough assessment of all possible lead hazards at a site, including lead-based paint, lead dust, lead in water or soil.

Lead Clearance Inspection. A lead clearance inspection (as specified by the EPA) must be performed by a qualified risk assessor or a qualified lead-based paint inspector on all projects requiring abatement.

We recommend engaging qualified lead inspectors, assessors, or technicians to gather samples of products, paints, water, soil, and dust while planning for large renovation projects, where lead contamination can be a major concern.

Sources of Lead Poisoning

One of the main sources of lead poisoning is deteriorating lead-based paint.  Other common sources include:

  • Water. There may be plumbing with lead or lead solder in your home. You can’t see, smell or taste lead and can not get rid of lead by boiling your water.
  • Dust.  Residential dust can collect lead from the deteriorating lead-based paint or contaminated soil. When lead-based paint is scraped dry, sanded dry, or heated, lead dust can form. Inhaling lead dust can have serious health risks.
  • Soil (Sand). There are so many places where the soil can pick up lead from such as flaking exterior paint or leaded gasoline.

Lead Exposure & Your Health

Lead can lead to many different health effects, from behavioral and learning disabilities, seizures and deaths. Typically lead poisoning occurs over a period of months or years. High levels of lead may result in anemia, weakness and damage to the kidney and brain. Lead poisoning symptoms can vary amongst adults, children and newborns.

Reducing Lead Exposure

Inhalation (breathing) and ingestion (eating) will absorb lead into your body. Lead is not absorbed through your skin (except for certain organic lead compounds not covered by the standard such as tetraethyl lead). Here are some DIY tactics to reduce exposure until professional testing can be performed, or if it isn’t financially feasible:

  • No food should be planted or grown in that soil with suspected contamination.
  • Children should never play on suspected contaminated soil.
  • Door frames or lead-paint windows should be operated as minimally as possible.
  • A vacuum should not be used under any circumstances to remove lead-contaminated dust since it risks releasing more dust into the air.
  • Protective clothing should be warn when near lead-contaminated dust. Wear a shirt, long hugs, gloves of rubber, and washable shoes. When you’re finished, wash everything in a separate bag.
